Health and Disability Commissioner (HDC)

The Health and Disability Commissioner (HDC) is an independent watchdog, providing health and disability services consumers with a voice, resolving complaints, and holding providers to account for improving their practices at an individual and system-wide level. If you are a patient and want to make a complaint about a doctor you will need to contact the HDC.

District Health Boards

District health boards (DHBs) are responsible for providing or funding the provision of health services in their district. Disability support services and some health services are funded and purchased nationally by the Ministry of Health. There are 20 DHBs in New Zealand and each DHB is governed by a board of up to 11 members. DHB boards set the overall strategic direction for the DHB and monitor its performance.

Primary Health Organisations (PHOs)

Primary health organisations (PHOs) ensure the provision of essential primary health care services, mostly through general practices, to people who are enrolled with the PHO. PHOs are funded by district health boards (DHBs), who focus on the health of their population. A PHO provides primary health services either directly or through its contracted providers. The services provided aim to improve and maintain the health of the enrolled PHO population, ensuring that general practice services are connected with other health services to ensure a seamless continuum of care.

Ministry of Health

The Ministry of Health leads New Zealand’s health and disability system, and has overall responsibility for the management and development of that system. The Ministry ensures that the health and disability system is delivering on the Government’s priorities, and that health sector organisations are well governed and soundly managed from a financial perspective.
